Why is mobile signal so bad in modern office buildings?

Is Wi-Fi calling a good enough alternative for offices?
Wi-Fi calling helps some handsets, but it depends on each phone and network supporting it, does not help mobile data on the move, and does not cover SIM-based devices like card terminals. A booster fixes native mobile signal for every phone and device.
